In a significant administrative move ahead of the 2026 West Bengal Assembly Elections, the Election Commission of India (ECI) has appointed Shri Rajanvir Singh Kapur, IAS, as the new District Magistrate and District Election Officer (DM-cum-DEO) of Malda. This order, issued on March 18, 2026, is part of a sweeping state-wide reshuffle aimed at ensuring a transparent and impartial electoral process across West Bengal.
Rajanvir Singh Kapur, a distinguished officer of the 2012 IAS cadre, brings a wealth of administrative expertise to the district. He is widely recognized for his transformative tenure as the Managing Director of the West Bengal Transport Corporation (WBTC), where he introduced numerous artistic and functional innovations. His previous experience also includes serving as the District Magistrate of Jhargram, where he earned praise for his grassroots management and efficient governance.
The appointment comes as Dr. Preeti Goyal, IAS, who served as the Malda DM since late 2025, has been moved to a non-election-related post at the State Secretariat (Nabanna) in Kolkata. This transition follows the ECI's standard protocol of shifting officials in poll-bound districts to maintain a level playing field. Kapur has been directed to assume his duties immediately, with a formal compliance report due by the afternoon of March 19.

As the new DM-cum-DEO, Kapur will now oversee the entire election machinery in Malda. His dual role involves managing the district's general administration while simultaneously supervising voter registration, the safety of polling stations, and the strict enforcement of the Model Code of Conduct (MCC).
